Can someone explain what this part of the rules means?
“If you paused during the "note-making" - i.e were interrupted or answered Nature's call - the note remains valid.
If you returned to the "note-making" after performing a chore or relaxing, then the note is no longer valid. You cannot consult the written version and must start writing it again from scratch during April. ”

It's difficult to explain without the full context:
Using Previously Written Ideas For Poems: You may convert any written idea into a poem for entry if you wrote it down digitally or old school in a notebook and did not perform any further work on it. In essence, you may use any poem you "started" and it is only during April 1st - 30th that you may "finish" said poems.
If you paused during the "note-making" - i.e were interrupted or answered Nature's call - the note remains valid.
If you returned to the "note-making" after performing a chore or relaxing, then the note is no longer valid. You cannot consult the written version and must start writing it again from scratch during April.
A written idea is just that - an idea for a poem that's been jotted down. If you paused during jotting down the idea from being interrupted, etc. then you hadn't finished jotting the idea down through no fault of your own.
If, however, you decide not to finish jotting the idea down, and voluntarily opt to do something else, then it's not really an inspirational idea if you lost interest in it.
There's no way to enforce this, seriously. It's an honor system on any entrant's part to submit honorably one newly written poem per day, or, if, per the guidelines, you've written ahead because you know you're going to be busy, then the poem is still written in April so it's okay.
The ultimate goal is 30 poems in 30 days, writing daily to improve the craft. But life happens. We get it. We're not here to lord over anyone. We are here to ensure your success by helping you across the finish line with understanding and encouragement.
But, just as any competition, this, too, must have rules. And the rule you've questioned was actually a question from former entrants who asked if they could use previously written ideas that they had jotted down.
Hope that makes sense.

wait...did you march drum corps? because if you did...ME TOO!
All I did was twirl a rifle and flag.
Received Question: So I know we post to the thread with the approved title & number included. We're not allowed to post photos with the entries. Are we allowed to post photos with our personal page submissions?
Yes. You can do whatever you want on your personal pages. Because the comp is international, and we are linked on outside sites, we want to keep it strictly poetry.

Unfortunately not in drum corps. Only high school. Was Drum Major and Drum Line captain. Velvet Knights (if you remember them) was the corps I was going to try out for but chickened out when I saw how good the snare line was. It's probably my only regret in life. Who did you march with?
@Ahavati - The late 70s and early 80s Rifles and Flags with more military style had great precision, stoic one could say. I often left wondering where those folks are.
