Fear is definitely a big part of what motivation and response will be determined in someone.  However, in suppressing so, it's what empowers that can make one submissive.  Not saying fear is necessary, but there's a balance between being fearful and being unfearful.  If you're "too unfearful", if you will, you can be out of hand.  I suppose that creates, on a hypothetical plane, the need for authority and control.  Just some reasoning and rationality, heh.  Thanks for sharing!

For me, it's a fear to go against God.  Not only that, but there should be some form of guidelines and rules to follow, and consequence for choice and action.  That can be a healthy fear.
