For what it's worth:   police in Winnipeg recently had a nice catch; a few kilos of drugs.  Meanwhile in that city 3 people died of overdose in the same day. So a social worker who pleads for a center where people can inject safely, said that catching all that drug is not always a good thing:  people will do drugs whether you it or not.....and when there is a shortage, all the dealers do is cut their stuff and add more garbage to it, making is even worse for the users.
