My conclusion is that it's the former
Man's resolution for nonconformers
Employers ignore ya if you're a felon
Recidivism's high; back in jail again
It's a win, win for the former C.C.A.
And all the investors looking for pay
They say the days of slaves are history
Yet that's not true if you commit a felony
Was it all designed to be in a master's plan
The 2nd highest population of all the lands

It was part of the plan. It needs to be reviewed and ratified. Too people can't get jobs because of this or else the cycle will be again.
