The Meaning of "the 7 Heads and 10 Horns"(Revelation 12.3; 13.1, etc)

The "10 horns" on the Fourth Beast" (Daniel 7.7)  
"are ten kings"(Dan. 7.24) and the ten nations they rule.  
The "Fourth Beast" is the great Roman empire  
which covered Western Europe (and Northern Africa).  
When it fell, the provinces developed into around 30 nations  
So the "10 horns which are 10 kings" stand for ten (of those 30) nations.  
So while the "ten kings" are kings ruling individual nations,  
They are not the Caesars who ruled the Roman empire.  
 
The "7 heads" likewise are "7 kings" (Rev 17.9-10).  
But these "7 heads..7 kings" do refer  to seven Caesars
(of the period covered by chapter 12 of the Book of Revelation,
from the birth of Christ to the Roman-Jewish War, 66-70 AD).

So the 7 and the 10 are totally different, apples and oranges.
The "eighth king" will be "of the seven [king]," but not the 10 kings(Rev 17.11).
 
While the "7 heads" are "7 kings," they are also "7 mountains,"
Namely, "the seven hills upon which the Woman sits..
The Woman is the great city which rules over the kings of the Earth"(Rev 17.9,18).
Since Rome was known as "the city on seven hills,"  
the seven hiils in Revelation 17 are a dead give away.
Rome is the obvious answer.
Likewise the "7 kings" rule from Rome (as Caesars).
While the 10 horns/10 kings rule from capital cities
of mere nations, rather than the capitol of the empire.

Why does this stuff matter?
Well, we read that "the Beast that was and is not yet is again,
He is the eighth [king], the eighth Caesar, ruler of all Western Europe.
So the Beast of Rev 13.7 who conquers the world ("every..nation"),
He is "of the seven" so they too are rulers of all Europe,
Caesars, no doubt.
