I would not say so. Just because a woman wears a skirt in a pub or anywhere else it's not an invitation for men to comment on them. Why should a woman wear a burkha just because some men can't behave?

It is often said that men are voyeurs and women are exhibitionists.  Indeed, it is not just the skirts (long or very mini)...but also sometimes the cleavage all the way to the belly button.  As in Molière and the hypocrit priest:  ''cachez ce sein....''

Some women might just want to enjoy themselves and not necessarily all the blokes around. Men like think it's just for them but often it just is not.

You cannot stop a guy from looking.  Yes, enjoy yourself, just don't bitch about it.

PS: just for a bit of fun and light humor, you might want to look on you tube at some Rowan and Martin skits from way back.  In one, there is this old and quite prude lady sitting at one end of a parc bench. She holds her purse.  At the other end sits and old man....he tries to approach the old lady, gets closer and closer and, for his efforts, gets slapped with the purse.  Too funny.
