I believe get awoken, once they hit the log-in button. keyboard warriors, cat fishers and rebels without a cause and plain simple losers and bullies sans inhibitions, most of the times.
Can we say there's also the silent majority that's either too afraid or couldn't be bothered to speak or do anything or too busy and find it easier to look the other way than call the shit out?
In an ideal world/theory internet should be the last place one should be afraid to read an opinion contrary to theirs and also affords the opportunity to actually think and see what the other side is saying has merit in it.

You've captured the scenario eloquently. There's a lot of mentally unwell people in the world who think the solution to every problem is violence in some form. When it comes to the internet - its name calling, blaming, and repetative shouting of factless claims. When it comes to offline life - it's capitol riots.
