Amis' specifically used the word "novel", and maybe he did mean to limit his observation to novel writing but I see the idea as more inclusive to include all literary arts, and maybe the visual and musical arts too.
"Deciding to write a novel about something - as opposed to finding you are writing a novel around something - sounds to me like a good evocation of writer's block."

'Tell me you love me.’
'I love you,’ the girl said. 'You can publish it in the Gazzettino if you like. I love your hard, flat body and your strange eyes that frighten me when they become wicked. I love your hand and all the other wounded places.’

sycamores blazing through the sulfuric air,
dappled with scars, still exuberantly budding,
our animal passion rooted in the city.”
