You do not understand the U.S. , Billy...
A LOT of places are ***already*** opening up ,
and are ***done*** with the "fear" syndrome...
And an example :
"Currently, we must only go outside for one hour a day for exercise, even though I broke that rule by at least half an hour the other day. We must only shop infrequently for essential items, like alcohol."
We can be outside as long as we fucking want , mask normally only
in stores or crowds , or public transport...
We can shop , whenever the fuck we want...even if they told us no ,
we would do it whenever we felt like it...
We can have people over our house , we can f**k who we want...

That's because they were behind our counties & have already done their 'time' averaging 8 weeks, hence why I would recommend you (& I) stay under controlled conditions for another 4 weeks at least, to give the health service a chance to save as many people as it can. Surely we have a duty of care that way rather than this 'Fuck 'em' attitude. It's too Christopher Walken for me.

(The old US hobby horse of being the land of the free is demonstrably not true. By world rankings of personal freedoms in 2019 the US lies only 15th. Having traveled fairly widely, and compared to my own country, I find the US quite restrictive. Have previously posted the source on personal freedom and happy to again)

There is the State thing, yeah. I think you are opening up some of the less populated States first, which would make sense & in order to get the economy moving again. We get a lot of American news here in the UK & I do follow what's going on over there, so to say I don't understand, isn't factually correct.
