This poem reminds me of panem et circenses,of bread and circuses, the Roman way of keeping the peace. As long as everybody ate and had fun, the rulers could do anything...thus "justice for all". There is clearly no such thing, as you point out. The fun you refer to is the Clown, an archetypal folkloric character who laughs all the time...regardless of what is going on. The sheep are the populace....just following the leader, unquestioning.....
