To me it reads like a deceptive person constantly telling stories; the stone is a test to see if those moving waters carry any weight. Such a stream of consciouness going on that it can't even stick to its own script. And anyone caught up in it will be taken down in the falsehoods perpetuated. The final line is hopefull in that the deceptions will be given up in favor of honesty, for the landscape will survive and surely without such a divisive thing cutting a swath through it.
