On the contrary. In all probability he's talking about abolishing the 22nd Amendment, which restricts the number of times anyone can be elected US President to two terms. The abolition of this Amendment is only one of the stated aims of the right-wing Project 2025. It's abolition would allow Trump to stand again in 2028. 😬

Regardless of whether it's going to happen or not, that's to what Trump was referring. In any case, it's hardly a radical change. No such restriction exists in the UK, for example, so what's the problem?
