YES! Everyone is a musician, and talent is rarely relevant at all! If you have life and breath, you have a voice. If you can move, you can produce rhythm.
For the record, I've taught woodwind to around 1000 people in my career, ranging from three year olds to a 94 year old beginner. And guess what? They could all do it! Including lots with learning difficulties, autism, reduced hearing, no sight and "oh, but I'm tone deaf...". I'm not saying that individuals with profound disabilities can necessarily learn to play an instrument, but I worked in a school for such children for a while and they LOVED it when I played to them.
