Sounds like how big brother wants you to think. "Don't ever trust them." "Stole cash from their child" could mean marketing our youth unto corruption. "Monkeys on their backs" could be them pedaling evolution for political motive and intent. In fact, that'd be an ironic metaphor for big brother, ha-ha - monkeys on their backs! That's just a different take on your poem. I really know that it's about drug addicts, and how they ruin families. I've seen and witnessed that time and time over again, as well as being a recovering addict myself. Very powerful reinforcement of emotion that's necessary. Anyway, thanks for sharing.
