There certainly are...  Some rather savage
individuals, in such environments...

I was just learning of this civilization
(small village) in India...

They have the oldest democracy on Earth...

(I actually wrote something about it)

But yes...

I wondered how they went about
punishing "crime"...

I know that with an exponentially
larger amount of moving parts...

It gets exponentially complex...

And perhaps at some point...

There is no right answer...

But I kind of like that...

I think it is just recognizing the truth
in all things...

And then acting accordingly,
based upon one's True Will...

Or...  Just doing whatever
and interacting with the chaos...

Which...  In my perspective...

Still lead to one's True Will...
