The concept of "free will" is a fraught one.
I think it was invented by theologians in order to back up the idea of heaven & hell, that God could legitimately both reward & punish because we have 'free will' to do good & bad. It might be that we're a lot more 'programmed' than we believe we are - however without some notion of 'free will' the notion of 'responsibility' becomes problematic.
I don't have any answers, neither do 1000s of years of philosophy
