Epochal time frame for sun imploding destroying earth is now known.
It is much sooner than previously thought.
Arrangements must begin now for remaining time on earth to adapt, orientate, be ready when leaving for new interplanetary location circumstances.
Those leaving earth must be fit for new lives, adapted to new ways of living.
Plans to get ready for high level co-operation and problem solving in new civilization
incorporate urgency and accelerate development progress.
Critical basis for adaptation is genetic rearrangement.
 Distribution programme for everybody who does not already have those abilities will be developed and implemented promptly.
Whole of planet is involved.
Domestic and International law draft authorising programme,resources, implementation, enforcement is legal priority.
Programme designed to raise performance I.Q., problem solving abilities, co-operation
orientation to high levels required in frontier environment.
Genetic distribution change is permanent once programme completed.
Genetic adaptation passed to next generation by birth parents, no further programme
involvement is necessary by parents or child.
Eligible programme objectors will be educated to benefits and necessity of adaptation
and travel readiness.
Individuals and groups out of contact with programme will be located and protected from inevitable conflict with local competing combative individuals and groups.
Certification issued to programme graduates.
 During transitional preparations proving of programme completion regularised / standardised. Black Market trade in fake certification confronted by this method.
Genetic distribution leads to abandonment of pre-science tendencies.
Where those historical hangovers are recognised as retarding programme progress materials and implementation practices will be re-directed through systematic sustained attention.

ACTIONING  MATRIX

I.T. systems put in place facilitating everybody voting on all matters being considered by all levels of government ( Local / State / Federal ).
Government functions change to initiating proposals for electorate to vote following issue of brief summary and comprehensive longer documents explaining purpose / intention , financing, enforcement, review timing, amendment / confirmation, sunset
clause, implications analysis.
After transitional period of three years system reviewed / adjusted / confirmed by electorate vote. Parliaments in their existing form extinguish, new smaller representative Council formed. Function of new body is manage process, ensure integrity, and maintain confidence. All voting done in way and by process described above.
New Councils by region created. Electoral voters vote all positions on Local / State / Federal Councils.
In preparation for new interplanetary world new fundamental relationships created.
All land and resources are owned and controlled by individuals.
Councils negotiate for land and resources from private owners.
Bill of Rights to embody preeminence of individuals over Council rights.
All law embodies individual preeminence and enforcement reinforces that principle.
Freedom of speech and association embodied in Bill of Rights.
FOS excludes malicious, abusive, demeaning, intimidating, disrespectful, incitement
to hatred, violence language and concepts.
Councils do not have force or administrative effect to intimidate / defraud / obstruct /
disadvantage owners or anybody else.
Corrupt or coercive behaviour by Councils results in automatic dissolution of Council,
individuals involved identified, publicised, disenfranchised, and banned from Councils
employment / work. Transgressors may be reinstated into community status at the
discretion of electoral vote. Any person / group / organisation working to bring about Council dissolution corruptly removed from society permanently.  Applies to any and all attempting to block, contain, frustrate, control, individuals and or Councils activities.
Written and spoken communication in all community matters by plain English accessible in meaning and intent to every electoral voter. Legalism, jargon, evasive, misleading language concepts forbidden. Hate, judgemental, abusive, demeaning, disrespectful, intimidating, incitement to social discohesion language and concepts banned.
