nailing what i not a clue but it flows like water
and not treacle so its a good thing xD

In literature I associate weasels most with the villainous gang in The Wind In The Willows that briefly took over Toad Hall. The last lines would fit that story somewhere:

The Weasels Calling Shots
Bots
Got To Protect Window
Limbo
Soon It May Go To Pots
Lots

I know those stories and probably chose weasels under that influence and they refer to the war mongers who orchestrate events and problems to then offer solutions.  The poem is first and foremost a play of words intentionally cryptic in meaning but alluding to immigrants in mainland Europe and the word Francis not being a person's name but an obscure term for French people with a silent s at the end.
