art inspires life and vice versa and my observation is, they  both depict each other, for,  the way some deal with life is pure art.

I believe that life inspires art,  we are moved in one way or another by the events taking place around us and from that we draw our creative views to express how we feel about it

Do u ever go back into your old files pull out a half finished project and work on it?

yes, but some poems/projects are never to be published so work in progress they remain..

well, when it is inked, the instructions from heart get embedded for it/them to be only there for one pair of eyes.

best time to ink an expression( just before bed or when you finally get some me-time, or when really pissed)?

Me time. Real, focused, creative me time...  I also write when pissed or depressed.. That's my most meaningful ink..  Well in my opinion..

Is darker, more pessimistic art frowned upon or viewed in the same light as people who struggle with depression or pessimistic views?

depends, on the receiver. for me, it is just art. in one of its forms and shades. people will always have opinions/views/perspectives/prejudices

Don't usually use the term tribute until that person is gone,  when I admire someone, or they inspire me. I first try and personally thank them, tell them what I admire and show them gratitude on a here and now level..  Then/Or I use that inspiration to motivate me to becoming the "next level me" That is a wonderful way to pay tribute to someone you honor...  Make them proud of you by pushing yourself and developing the potential inside.
